A patient is considered homebound and eligible to receive home health care services paid by Medicare when a physician certifies after a face to face encounter that the patient is confined at home and have medical condition that requires home health care services.

An individual does not have to be bedridden to be considered confined to the home.  The condition of these patients, however, should be such where there is a normal inability to leave home and, consequently, leaving home would require a considerable and taxing effort.  If the patient does in fact leave home, the patient is still considered homebound if the absences are infrequent or for a period of short duration.

Home healthcare services are considered medically necessary if the patient’s condition requires intermittent skilled nursing care or therapy services at home.
